Background checks in Norway - rules and legal basis

Is background checking legal in Norway?

Yes. Background checks of job applicants are lawful in Norway when the processing has a valid legal basis under GDPR, the candidate is informed in advance, and the checks are relevant to the position being filled.

The employer ordering the check is the data controller. Right Person AS is the data processor and carries out the checks on the employer's behalf. The framework is described in the background check consent document.

What is the legal basis for a background check?

The legal basis is not the same in all countries we operate in, and this is worth noting.

  • Norway – processing is based on the candidate's voluntary consent, GDPR art. 6(1)(a). Certain checks, such as criminal record certificates, may also be legally required.
  • Sweden – processing is based on a legitimate interest assessment, GDPR art. 6(1)(f), not on consent. For information about criminal offences, authorisation from IMY is also required under GDPR art. 10.

Some checks require a separate legal basis regardless of country. Credit checks can only be ordered where the employer has assessed and documented a specific processing ground under GDPR Art. 6(1).

When can an employer require a criminal record certificate?

A criminal record certificate can only be obtained where law or regulation provides legal basis for it — typically in nurseries, schools, health and care services, and parts of the voluntary sector. An employer cannot request a criminal record certificate simply because it feels reassuring.

The candidate applies for the certificate directly with the Police and presents it themselves; the certificate is kept by the candidate, not by the employer. See criminal record certificate for how the purpose letter and retrieval work in practice.

What can't be checked?

We do not conduct checks without a legal basis, and we do not obtain private information from closed sources. Open source searches use only publicly available and editorial sources.

Credit checks require a specific processing ground at the employer, and criminal record certificates require legal authority for the role. If neither is in place, the check cannot be ordered.

Can the candidate withdraw consent during the process?

Yes, at any time. If the candidate withdraws consent after the check has started, we stop all further processing and delete the information from our systems, except what we're legally required to retain as documentation that the check was carried out.

If the report has already been shared with the employer, further processing there is the employer's responsibility. Requests for withdrawal should be sent to legal@rightperson.com.

What a check includes

How long does a background check take?

It depends on which checks are included. Identity verification and other automated searches are completed within minutes. Norwegian degrees are automatically verified against the Diploma Portal, also within minutes.

Checks that require a response from a third party take longer - employment history verification, digital reference checks and criminal record certificates depend on the employer, reference or Police responding. The candidate is automatically followed up until everything is in place.

How is the candidate's identity verified?

With BankID. The candidate authenticates themselves, and the result is cross-checked against the National Population Register. This provides a verifiable trail that links the entire check to a confirmed person.

For candidates without BankID, identity verification is carried out through document verification with a third-party ID verification provider.

Which sources do you gather information from?

Official registers, open sources and verified third-party providers - including the National Population Register, the Diploma Portal, the Brønnøysund Registers, the A-melding Register and the Police, depending on which checks have been ordered.

Automated searches are used where possible, but findings are manually quality-assured before being reported. If information is transferred outside the EEA, this is done via approved transfer mechanisms.

Can you check candidates with an international background?

Yes. Education from several countries is verified automatically, so international candidates are handled just as quickly as Norwegian ones. Employment history abroad is confirmed by direct contact with the employer.

The country affiliation check maps stays and connections outside Norway where the position requires it.

Which countries does Right Person cover?

Norway, Sweden, Denmark and Finland. The check catalogue and legal basis vary between countries - see pricing for what is included in each market.

Pricing and getting started

How much does a background check cost?

You pay with credits, and each check costs a fixed number of credits regardless of role, timing or volume. One credit equals 10 kr, and the price per credit decreases the more you buy.

In Norway, the Basic bundle costs 195 credits, Enhanced 390 and Comprehensive 485. Individual checks can be ordered separately – criminal record certificate 12 credits (120 kr), identity verification 9 credits (90 kr). Full details are on pricing.

Is there a lock-in period or subscription?

No. No lock-in period, no monthly fee and no minimum order. You buy credit and use it when you need it, across all check levels.

How quickly can we get started?

You register the company yourself and can send the first check the same day. No installation required, and no demo before you can try it.

If you need the check integrated with your HR system, it can be set up afterwards without having to start over.

Can Right Person be integrated with our recruitment system?

Yes. Right Person is already integrated with Grade Jobbnorge, Jobylon and Simployer, and integrations with Hailey HR and Teamtailor are on the way. If you use a different system, we'll build the integration together with you.

Privacy and security

How long is the information stored?

Right Person stores data related to a background check for a maximum of 12 months in Norway, and then deletes it automatically. In Sweden, information about criminal offences is deleted shortly after the assessment is completed, at the latest within 70 days.

Our suppliers may have their own storage routines, but are contractually obliged to process information only according to our instructions.

Is Right Person certified?

Yes. The infrastructure powering Right Person is certified to ISO 9001 (quality) and ISO 27001 (information security) through our parent company Skiwo AS, and has been in operation and continuous development for over ten years.

Does the candidate see what is being checked?

Yes. The candidate is informed in advance exactly which checks apply to them, and confirms this digitally before any information is obtained.

The candidate has access to the information we process, can request correction or deletion of incorrect information, can object to the processing and can complain to the Data Protection Authority.

Who is Right Person?

Right Person is a Norwegian provider of automated background checks for employers. The company is Right Person AS, org. no. 923 004 114, with address Pilestredet 17, 0164 Oslo.

Right Person AS is part of Skiwo AS (org. no. 916 636 660). Swedish background checks are delivered by Manymore AB (org. no. 559398-1599) under the same brand. Right Person is the new name for Manymore - same product and same team.

Criminal record certificate

How do I submit a criminal record certificate?

With Right Person, the process is digital from start to finish. The organisation invites the candidate via email or SMS. The candidate receives a pre-filled purpose letter and applies for a criminal record certificate from the police. When the police are done, the candidate receives the certificate via Digipost, downloads it and uploads it into Right Person, where we check and validate it and keep it securely and access-controlled - not scattered across email inboxes or personal machines. The application itself typically takes the candidate 2–3 minutes, and the police usually take a few weeks to process.

If the candidate is submitting a criminal record certificate the traditional way without Right Person, the club or employer must issue a purpose letter that the candidate attaches to the application on politiet.no or via the post office. The candidate then presents the certificate to the employer - the certificate itself should not be stored centrally.

What do I do if I can't find my valid criminal record certificate?

The criminal record certificate is kept by you as an individual, not by your employer. If you received it digitally via Digipost, you'll find it there. If you've lost a paper copy, you must apply again - the Norwegian police do not reissue the same certificate, but you can always request a new one. Remember that the certificate must be dated within the last 3 months for new hires.

If you're unsure whether your certificate is still valid, contact the organisation that originally requested it. The rule is: if you have the same role and the same responsibilities as when the certificate was issued, it remains valid.

What are our different background checks?

Right Person offers nine types of checks that can be ordered individually or in Bundles: identity verification (via BankID), employment history, verification of education, criminal record certificate, open source search, credit check, business interests, country affiliation check, and specific source search.

Using Right Person

How do I log in to Right Person?

Go to rightperson.com/login and log in with the email you used when registering. Had an account with Manymore before? The same email still works - we've preserved all customers and history through the rebrand.

What do the statuses on the background check mean?

The status shows how far a check has progressed. Typical values:

  • Invitation sent - the candidate has received a link but hasn't started yet.
  • In progress - the candidate has logged in and is working on the application.
  • Awaiting external source - we're waiting for a response from the Norwegian police, the diploma portal, a previous employer or similar.
  • Completed - the report is ready and available in the dashboard.
  • Cancelled - the candidate has withdrawn or consent has expired.

If a check remains on "Awaiting" for a long time, it's often the police's processing time that's the bottleneck. Right Person follows up automatically and notifies you when something is missing.

Can I import candidates from Excel?

Yes. In the list view on the dashboard, you'll find "Import" where you can upload an Excel or CSV file with names, email addresses, phone numbers and job information. Right Person sends invitations to all candidates in the same workflow - useful when a sports club or organisation needs to handle an entire season at once.

If you have a high volume of candidates or use HR and recruitment systems like Grade Jobbnorge, Jobylon or Simployer, it's often easier to connect the systems directly via an integration – see integrations.

How do I get started with e-signature?

E-signature is available as part of Right Person and can be activated from the dashboard. You upload a PDF, mark where it should be signed, and send it to the recipient - who signs with BankID. The signed document is returned with a complete audit log.
